KEI provided support for a successful Pavement Management System.

Program Management
KEI is responsible for the Program Management of the City’s annual resurfacing and patching programs. As part of this management effort, KEI developed a distress-based visual pavement condition rating methodology for evaluating City maintained pavements and completed multi-year pavement condition assessments of the entire street network. Based on the success of this effort, KEI implemented a fully featured pavement management solution utilizing AgileAssets' Pavement Analyst for Local Governments software solution. In addition, KEI developed performance-based specifications and provided technical assistance on the use of alternative repair technologies including micro-surfacing, cold in-place recycling and full-depth reclamation.

Challenges Overcome
- Process Change: KEI completed a straightforward and efficient transition to the AgileAssets Pavement Analyst software allowing for multi-year optimization.
- Decision Support: Based on the flexibility of the AgileAssets solution, KEI completed the development of the overall decision-making system and redefined the pavement distresses to better support the client’s needs.
- Public Presentation: KEI provided public presentation support to assure that the long-term capital improvement program was fully and clearly justified.
- Best Practices: As part of an overall pavement management approach, KEI’s also upgraded the City’s construction specifications and the design of various capital improvement projects including parking lots, drainage, utilities and sidewalk improvements.
- GIS Integration: In order to fully support the City pavement management needs, KEI developed customized reporting and GIS mapping capabilities including the GIS mapping of all road and sidewalk repairs.
